September 1, 2020, WASHINGTON - U.S. Secretary of Transportation Elaine L. Chao announced today that the Trump Administration will award more than $1.2 billion in airport safety and infrastructure grants through the Federal Aviation Administration (FAA) to 405 airports in 50 states and six U.S. territories.
 
"This $1.2 billion federal investment will improve our nation's airport infrastructure, enhance safety, and strengthen growth in local communities, which is especially important as the economy recovers from COVID-19," said U.S. Transportation Secretary Elaine L. Chao.
 
The Department is awarding federal grants to the following airports in the Territory of Puerto Rico:
  • $1,029,706 for Jose Aponte De La Torre Airport in Ceiba to rehabilitate the taxiway.
  • $7,388,275 for Benjamin Rivera Noriega Airport in Culebra to purchase an emergency generator, install navigational aids, reconstruct airfield guidance signs and lighting, and rehabilitate the runway and taxiway.
  • $6,078,645 for Luis Muñoz Marín International Airport in San Juan to reconstruct the taxiway and purchase Aircraft Rescue & Fire Fighting (ARFF) equipment.
"The 434 AIP grants will fund critical airport infrastructure projects around the country," said FAA Administrator Stephen M. Dickson.
 
Since January 2017, the Trump Administration delivered $13.5 billion to America's airports to improve infrastructure and safety. In 2020, the Administration delivered $10 billion in economic assistance to America's airports during the COVID-19 public health emergency.

As we publish The Zenith Investor for September 2020, we must discuss the current fiscal and political situation of Puerto Rico. Let us begin with the fiscal scenario, the Gross National Product for Puerto Rico in 2019 was $70 billion at the current economic index, which equated to 1.7%. Since the Pandemic began, our economy is has contracted due to the severe exogenous shock. The expectation is to close 2020 with a -6.0% contraction. However, let's imagine how Puerto Rico would look like with real growth of 4% GNP.

01 Sep Payroll Tax Deferral: Updates from the IRS

On August 8, 2020, President Trump signed a Presidential Memorandum ("the Memo") authorizing employers to defer withholding and payment of a portion of their employees' Social Security taxes (6.2%) if wages are under a certain threshold. Last week, the IRS issued Notice 2020-65 ("the Notice") where the Secretary of the Treasury implements such policy. Enclosed are some important highlights regarding the application of the rules set forth in the Memo and the Notice.
