¿Cuándo entra en vigor el nueva toque de queda?
La Orden Ejecutiva 2020-029 establece el toque de queda entra en vigor mañana, martes 31 de marzo de 7:00 p.m. a 5:00 a.m. El mismo se extenderá hasta el 12 de abril.

¿Qué excepciones trae la nueva orden ejecutiva para el trabajo en remoto?
Para facilitar que los trabajadores sean compensados de conformidad con sus contratos y las leyes aplicables, mañana, martes, entre 5:00 a.m. y 12:00 p.m., quedarán exentos del toque de queda hasta cinco empleados por patrono con el propósito de procesar los pagos de los periodos o ciclos de nómina que venzan durante marzo de 2020.

Asimismo, para fomentar el trabajo remoto para que los trabajadores puedan continuar generando ingresos en el periodo de emergencia, podrán acudir al lugar de trabajo para recoger materiales y equipos necesarios, tomando las medidas cautelares para garantizar la salud y seguridad de dichos empleados en el lugar de trabajo.

¿Quiénes podrán operar bajo la nueva orden?
Continuarán operando los hospitales, laboratorios clínicos, supermercados, farmacias, gasolineras, sucursales bancarias, y establecimientos de comida con servi carro, entrega o servicio de recogido, siempre y cuando tomen medidas cautelares, limitando la cantidad de personas que entra a los establecimientos. También podrán abrir centros de cuido de ancianos y casas de empeño solamente para brindar recibo de bienes a manera de empeño y pago de deudas, no para venta de mercancía.

¿Qué pasa con los supermercados durante el fin de semana?
Los supermercados no abrirán los domingos. Tampoco las farmacias, ni las gasolineras, con excepción del área del recetario y únicamente el despacho de combustible.

¿Cuándo inician el sistema para poder transitar de acuerdo a la tablilla?
El nuevo sistema inicia el miércoles, primero de abril y no mañana, martes, como había anunciado la gobernadora previamente. Los días para poder transitar en las carreteras se asignan según el último número de la tablilla del vehículo. Si el último número es impar, podrá transitar los martes, jueves y sábados. Si el último número es par o es una letra, podrá transitar los lunes, miércoles y viernes.

Fuera de las circunstancias anteriores, un ciudadano solo podrá salir de su residencia por alguna situación de emergencia, a trabajar en uno de los lugares permitidos en esta orden, siempre y cuando pueda evidenciarlo, o realizar uno de los servicios permitidos en esta orden.

¿Qué otros profesionales estarán exentos bajo la nueva orden?
Plomeros, electricistas, exterminadores y otros servicios que son necesarios para el mantenimiento de la salud, la seguridad y operación esencial, siempre y cuando ofrezcan un número telefónico o correo electrónico para ser contactados sin necesidad de abrir un local, atendiendo los aspectos de salubridad, seguridad e higiene.

Igualmente, podrán operar compañías de asistencia en la carretera y cerrajería, solamente para atender casos de emergencia, sin abrir establecimientos que reciban público.

También podrán operar compañías de entrega y envío de paquetes, y se permitirán los trabajos de instalación, reparación, mantenimiento y rehabilitación de la planta en cuanto a infraestructura crítica de telecomunicaciones.

Las organizaciones sin fines de lucro podrán ofrecer servicios, bajo las condiciones establecidas.

¿Pueden abrir tiendas de servicio automotriz y ferreterías?
También podrán operar aquellas compañías que ofrecen servicios de reparación y piezas de vehículos, incluyendo los técnicos automotrices, gomeras y distribuidores de piezas. Podrán operar para atender emergencias los miércoles y jueves entre 9:00 a.m. y 12:00 p.m. mediante citas y deberán establecer un número telefónico o correo electrónico para coordinar las mismas. No deberán abrir al público en general.

Las ferreterías podrán operar viernes y sábado entre 9:00 a.m. y 12:00 p.m. mediante citas, estableciendo algún método de contacto para coordinar la venta y entrega de mercancía, sin recibir público en general. Además, se permitirán trabajos de servicios críticos de construcción, como mantenimiento o reparación relacionados a hospitales, agua potable, electricidad y comunicaciones.

¿Y los dentistas?
En cuanto a las oficinas dentales, las mismas deberán permanecer cerradas, según las recomendaciones de ADA y la Junta Dental de Puerto Rico. Podrán tomar medidas para procedimientos de emergencia, ofreciendo un número telefónico al cual los pacientes pueden llamar y coordinar.

¿Qué pasará con los peajes?
A partir del 31 de marzo, se cobrarán los mismos, pero no se cobrarán multas por no tener balance en sus cuentas de Autoexpreso.

The federal government continues taking aggressive and proactive steps to address the coronavirus (COVID-19) pandemic. The health and safety of the American people is our top priority.

The American people play a key role in the nation's 15 Days to Slow the Spread campaign to help slow the virus' spread and keep our most high-risk populations safe. 
  • For the latest updates and information on how to protect yourself and what to do if you think you are sick is available at coronavirus.gov.
  • Apple and CDC, together with the White House and FEMA, launched a new website and app with a COVID-19 screening tool and resources to help people protect their health. 
Under the direction of the White House Coronavirus Task Force, FEMA, HHS and our federal partners are working with state, local, tribal and territorial governments to execute a whole of government response to fight the COVID-19 pandemic and protect the public.

As of March 28, FEMA, via the Strategic National Stockpile (SNS), has delivered, or is shipping: 11.6 million N-95 respirators, 26 million surgical masks, 5.2 million face shields, 4.3 million surgical gowns, 22 million gloves, 132, 000 coveralls and 8,100 ventilators. We are sending more every day, and we are working nonstop to acquire or produce even more.

Today, the US-NS Comfort will be underway today from Norfolk, VA to New York, NY.
  • The Comfort will arrive at Pier 90 in Manhattan on Monday - only approximately a mile away from the Javits Convention Center where the U.S. Army Corps of Engineers are actively constructing a 2,910-bed alternate care facility.
  • The Comfort is equipped with 12 operating rooms, 1,000 hospital beds, a medical laboratory, a pharmacy, an optometry lab, digital radiology services, a CAT-scan, two oxygen producing plants, a helicopter deck and a crew of nearly 1,200 U.S. military personnel.
  • The crew onboard the Comfort will provide critically needed medical surge capacity for New York Metropolitan area. Their mission will be to care for New Yorkers who do not have COVID-19, but who require urgent medical care.
On March 22, President Trump directed the Secretary of Defense to allow the states of California, New York and Washington use of the National Guard in a Title 32 status to support state and local emergency assistance efforts.
  • This allows the governors to activate the National Guard to support their disaster response efforts, on a fully reimbursable basis and under their respective command and control, if that becomes necessary.
  • Additional states can request this assistance and those requests will be considered.
On March 13, 2020, President Trump declared a nationwide emergency pursuant to Sec. 501(b) of Stafford Act to avoid governors needing to request individual emergency declarations.

In addition, the states of California, Florida, Illinois, Iowa, Louisiana, New Jersey, New York, North Carolina, Maryland, Michigan, Missouri, South Carolina, Texas, Washington, the commonwealth of Puerto Rico, and the territory of Guam were approved for  major disaster declarations to assist with additional needs identified in these states. Seventeen states and four tribes have issued stay at home orders.

FEMA Extends Grace Period
for Flood Insurance Renewal Premiums

March 28, 2020

FEMA continues to take proactive steps to address the COVID-19 pandemic and to help serve its National Flood Insurance Program (NFIP) customers who may be experiencing financial hardships, the agency is extending the grace period to renew flood insurance policies from 30 to 120 days.

To avoid a lapse in coverage, there is typically a 30-day grace period to renew National Flood Insurance Program policies. However, due to the widespread economic disruption arising from this pandemic, FEMA recognizes that policyholders may not meet the standard deadline.

This extension will allow additional time for policyholders who may be struggling financially to pay insurance premiums and ensure their policies are not cancelled for nonpayment of premium due to circumstances beyond their control.

If a policy has an expiration date between February 13, 2020 and June 15, 2020, then the NFIP insurer must receive the appropriate renewal premium within 120 days of the expiration date to avoid a lapse in coverage. Likewise, if a policyholder receives an underpayment notice dated between February 13, 2020, and June 15, 2020, then the NFIP insurer must receive the additional premium amount requested within 120 days of the date of the notice.

Policyholders who need additional time to pay their premiums, beyond the 120-day extension, should contact their agent or insurer to inquire about other options the insurer may offer for premium payment.

FEMA Supply Chain Task Force Leads Four-Pronged Approach to Securing Needed Supplies and Equipment in COVID-19 Fight

Closing the gap between what the private sector is able to provide to healthcare end-users and what is needed for the fight against COVID-19 is a key priority for the White House Coronavirus Task Force. In support of the task force, FEMA and the U.S. Department of Health and Human Service created a Supply Chain Stabilization Task Force, one of eight COVID-19 focused task forces under the National Response Coordination Center (NRCC).  This task force is taking a whole-of-America approach to address limited supply of critical protective and life-saving equipment.
 
The task force's primary effort is the sourcing of personal protective equipment (PPE), ventilators and other critical resources requested by states, tribes and territories. By using the structure of FEMA's NRCC, the task force is finding and executing solutions to meet urgent demand and enable the U.S. Government to surge support to COVID-19 "hot spots" as they arise.
 
The strategy is executed through a four-pronged approach: Preservation, Acceleration, Allocation and Expansion to accelerate and expand the pipeline of medical supplies and equipment.
 
The first prong represents a critical whole of America effort: Preservation of current supplies. The reuse of PPE can quickly expand the capacity to meet the existing needs. It's important that the medical community follows Centers for Disease Control guidelines for the proper use of PPE including reuse guidance. The task force is in the process of developing and verifying techniques to clean and recycle PPE.
 
Second, Acceleration of industrial manufacturing is required to meet the urgent market demand.  Manufacturers are ramping up production of critical resources and have extended operating hours to increase production above their standard levels. A rapid acquisition process by the joint FEMA-HHS contracting team was established to evaluate and act on solicitations. FEMA is also expediting movement of critical supplies from the global market to medical distributers in various locations across the U.S.
 
Third, Expansion of the industry is also taking place in manufacturing. Manufacturers are enhancing production capacity with additional machinery or re-tooling assembly lines to produce new products needed in the fight against the virus. The task force is engaging manufacturers, distributors and healthcare networks to build the next phase of supply chain stabilization.
 
Fourth, Allocation of critical resources focuses on ensuring the right quantities of supplies get to the right place, at the right time. Using a data-driven distribution approach that considers demand and supply ensures resources go where they are most needed. FEMA is focusing allocation of critical resources to areas experiencing the greatest increase in COVID-19 cases with the largest forecast capacity shortfalls. This approach also considers the at-risk population distribution across the Nation.
 
To make effective decisions about resources, a National Resource Prioritization Cell was established to unify government and private industry prioritization recommendations. These recommendations will further inform federal, state and private sector operations.

Synopsis
This notice announces the availability of funds and solicits applications that support the EPA Sustainable Materials Management Program. Applications may benefit States or communities throughout EPA Region 2 (New York, New Jersey, Puerto Rico, the U.S. Virgin Islands) however, all applications must benefit Puerto Rico and/or the U.S. Virgin Islands. Sustainable materials management (SMM) is a systemic approach to using and reusing materials more productively over their entire life cycles. It represents a change in how our society thinks about the use of natural resources and environmental protection. By looking at a product's entire life cycle, we can find new opportunities to reduce environmental impacts, conserve resources and reduce costs. Developing markets for reused and/or recycled materials also falls under this domain.  Specifically, these funds will support training, demonstrations, and public education projects for the development of programs that support the sustainable management of organic waste and/or construction and demolition debris. While this RFA is open to cover all of EPA Region 2, i.e. New York, New Jersey, Puerto Rico and the U.S. Virgin Islands, it is essential that Puerto Rico and/or the U.S. Virgin Islands benefit from the proposed project.

WASHINGTON, March 30, 2020 - United States Department of Agriculture (USDA) Deputy Under Secretary for Rural Development Bette Brand today announced that USDA has extended the deadline for ReConnect Pilot Program applications to April 15, 2020.

USDA is extending the application deadline for Round 2 of ReConnect Pilot Program funding to give rural businesses and communities extra time to apply for this critical assistance that will help bring broadband connectivity to unserved and underserved rural communities.

SBA OIG - BEWARE OF SCAMS AND FRAUD SCHEMES

The Office of Inspector General recognizes that we are facing unprecedented times and is alerting the public about potential fraud schemes related to economic stimulus programs offered by the U.S. Small Business Administration in response to the Novel Coronavirus Pandemic (COVID-19).  The Coronavirus Aid, Relief, and Economic Security Act (CARES Act), the largest financial assistance bill to date, includes provisions to help small businesses. Fraudsters have already begun targeting small business owners during these economically difficult times.  Be on the lookout for grant fraud, loan fraud, and phishing.

Scam and Fraud Scheme Advisory List 
  1. SBA does not initiate contact on either 7a or disaster loans or grants.  If you are proactively contacted by someone claiming to be from the SBA, suspect fraud.
  2. If you are contacted by someone promising to get approval of an SBA loan, but requires any payment up front or offers a high interest bridge loan in the interim, suspect fraud.
  3. Look out for phishing attacks/scams utilizing the SBA logo.  These may be attempts to obtain your personally identifiable information (PII),to obtain personal banking access, or to install ransomware/malware on your computer.
  4. If you are in the process of applying for an SBA loan and receive email correspondence asking for PII, ensure that the referenced application number is consistent with the actual application number.
  5. SBA limits the fees a broker can charge a borrower to 3% for loans $50,000 or less and 2% for loans $50,000 to $1,000,000 with an additional ¼% on amounts over $1,000,000.  Any attempt to charge more than these fees is inappropriate.
  6. Any email communication from SBA will come from accounts ending with gov.
  7. The presence of an SBA logo on a webpage does not guaranty the information is accurate or endorsed by SBA.  Please cross-reference any information you receive with information available at sba.gov.

Cheques a individuos en respuesta al COVID-19

PREGUNTAS FRECUENTES DE REEMBOLSOS
 
¿Por qué propone el Congreso pagar reembolsos a individuos?
COVID-19 ha producido graves consecuencias en la salud pública y en la economía. Estos reembolsos ayudarán a ciudadanos a comprar lo que necesitan durante esta crisis de salud pública, especialmente cuando muchos están sufriendo faltas o rebajas de sueldo significativas.
 
¿Cuándo se distribuirán los reembolsos?
El Servicio de Impuestos Internos ("IRS" por su acrónimo en inglés) se esforzará para entregar los reembolsos rápidamente en forma de anticipos. Para individuos que han presentado su declaración federal de impuestos en 2018 o 2019, la tramitación de pagos dependerá de la información retenida por el IRS en cuyas declaraciones de impuestos sobre sus pagos y su dirección. Las entregas electrónicas serán depositadas en las cuentas bancarias que beneficiarios han autorizado del 1 de enero, 2018 hasta el presente.
 
¿Qué tan grande son los reembolsos?
La cantidad del reembolso dependerá del tamaño de la familia. Se pagará $1,200 por cada adulto individual, o $2,400 por declarantes conjuntos, y $500 por cada niño elegible bajo la edad de 17. Pero si los ingresos de un contribuyente superan $75,000, o $150,000 por declarantes conjuntos, o $112,500 por el cabeza de familia, los anticipos del reembolso serán reducidos por $5 por cada $100 de ingresos excedentes.
 
¿Se necesita restituir los reembolsos?                                
No. No se necesita restituir los reembolsos. Además, si un individuo ha sufrido una pérdida de ingresos en 2020 o si su familia ha crecido, es posible que sea elegible por un crédito tributario adicional de la diferencia cuando se presenta su declaración federal de impuestos de 2020 en 2021.
 
¿Cómo se entregarán los reembolsos?
Depende. Reembolsos serán entregados automáticamente por el IRS a contribuyentes que han presentado declaraciones federales de impuestos individuales. Se usará depósitos electrónicos directos en vez de enviar cheques por correo cuando sea posible.
 
¿Es posible ser elegible por un reembolso si no haya presentado una declaración federal de impuestos?  
Sí. No se requiere un ingreso de trabajo para calificar para un reembolso, pero los que no hayan presentado su declaración federal de impuestos tal vez necesitarán hacer trámites adicionales para recibir su reembolso. Para mejor brindar servicios a gente de edad avanzada, sobrevivientes y personas con discapacidades, la Administración del Seguro Social compartirá con el IRS la información de beneficiarios de seguro social para asegurar de que estos beneficiarios reciban un anticipo automáticamente. Asimismo, el IRS realizará una campaña de sensibilización para contactar otras personas que no han presentado su declaración federal de impuestos e informarlos cómo conseguir sus reembolsos.
 
¿Cómo puede conseguir los reembolsos si se ha mudado recientemente?
El IRS determinará un sistema de pago para todos los que califican para un reembolso.
 
¿Afectaran los reembolsos a la elegibilidad para otros programas federales que son basados en el nivel de ingresos?
No. El reembolso es considerado cómo un crédito tributario, no es considerado un ingreso. Por eso, no afectará elegibilidad para otros programas federales basados en el nivel de ingresos.
 
¿Cuáles son los requerimientos de identificación para recibir reembolsos?
Para recibir un reembolso, cada contribuyente y niño elegible tendrá que presentar su número de seguro social.
