Gobernadora Vázquez Garced firma medida que crea la Ley de Trabajo a Distancia del Gobierno de Puerto Rico
La gobernadora Wanda Vázquez Garced firmó la medida que crea la Ley de Trabajo a Distancia del gobierno de Puerto Rico y ordena a las agencias, instrumentalidades y corporaciones públicas del gobierno a crear un programa de teletrabajo. La medida permitirá que los empleados participantes puedan cumplir parcial o totalmente con los deberes y responsabilidades que les requiere su puesto, desde sus hogares u otras oficinas satélites de la entidad gubernamental en la que trabajan.
"Con esta medida vamos a flexibilizar y facilitar la jornada laboral de los empleados del gobierno por medio de la tecnología, a través del programa de teletrabajo", sostuvo la gobernadora. "Cada vez son más los servicios o labores que se realizan, tanto en el ámbito público, como en el privado, los cuales no requieren de la presencia física del empleado en un centro determinado de operaciones para poder cumplir con las metas y expectativas del patrono", agregó la primera ejecutiva.

Coronavirus Daily Briefing: Countries Are Diverging
in How They're Managing the Outbreak
Over the past week, we've seen a significant divergence in national containment and control measures. China is beginning to relax intensive restrictions on movement and economic activity, and some European countries, like the Czech Republic and Denmark, have announced plans to slowly lift national lockdowns. As they start to open up, each of these countries is working to define a "new normal" - and making tough decisions about which businesses to reopen and which will remain shuttered to prevent a second wave of infections.
At the same time, a growing number of coronavirus cases around the globe has prompted new national restrictions. Japan declared a month-long state of emergency for major cities, and the EU has extended its ban on non-essential travel. In countries across Africa, governments have introduced lockdowns, curfews, and other crowd control measures.
Amid these shutdowns, we have also seen dozens of governments - including Mexico and India - adjust their definitions of essential businesses and personnel to prevent critical supply chains from breaking down. Chamber leaders have emphasized the importance of clear guidance for businesses, and we continue to urge governments to look to the Department of Homeland Security's Guidance on the Essential Critical Infrastructure Workforce and coordinate with international partners and industry stakeholders as they develop policies. These are key issues for our members combatting COVID-19 and keeping economies running around the globe.

$8 million for 160 Businesses
The Department of Economic Development and Commerce (DDEC) announced the availability of $8 million from federal funds through the Labor Development Program.
The application for funds will be available at: www.refuerzoeconomico.com in accordance with public policy approved by the State Labor Development Board. Employers may request funds during the emergency, and within the period of 60 days following the cessation of the emergency.
*Employers may start applying on the morning of Monday, April 13th.

SBA Clarifies Eligibility of Faith-Based Organizations to Participate in Paycheck Protection and Economic Injury Disaster Loan Programs
SBA Administrator Jovita Carranza announced that SBA issued guidance clarifying that all faith-based organizations impacted by Coronavirus (COVID-19) are eligible to participate in the Paycheck Protection Program and the Economic Injury Disaster Loan program, without restrictions based on their religious identity or activities, to the extent they meet the eligibility criteria outlined in the CARES Act that was passed by Congress, signed into law by President Trump, and implemented by the Paycheck Protection Act Interim Final Rule.
"Following the passage of the emergency economic relief assistance, the Administration and Congress acted to ensure that small businesses and non-profits alike have access to critical funds to keep their workers paid and employed," said Carranza. "Faith-based organizations have always provided critical social services for people in need, and SBA will make clear that these organizations may access this emergency capital."
 Beware of Scams and Fraud Schemes
The Office of Inspector General recognizes that we are facing unprecedented times and is alerting the public about potential fraud schemes related to economic stimulus programs offered by the U.S. Small Business Administration in response to the Novel Coronavirus Pandemic (COVID-19). The Coronavirus Aid, Relief, and Economic Security (CARES) Act, the largest financial assistance bill to date, includes provisions to help small businesses. Fraudsters have already begun targeting small business owners during these economically difficult times. Be on the lookout for grant fraud, loan fraud, and phishing.

Vivimos una nueva realidad como consecuencia de la crisis generada por el COVID 19; ante ello, continúo trabajando dia a dia desde la Capital Federal para buscar soluciones y movilizar ayudas para nuestra gente.
Entre los esfuerzos radiqué el pasado 5 de abril de 2020, una medida bipartita para asegurar la cadena de suministros a nivel nacional, sobre todo en industrias como la de medicamentos, a la vez que se impulsa el desarrollo económico para la Isla y demás jurisdicciones en desventaja económica.
Confío en que seguiremos tomando las medidas necesaria para poder sobrepasar esta crisis y seguir con la resiliencia que nos caracteriza.
H.R. 6443, "LEY PARA ASEGURAR LA CADENA NACIONAL DE SUMINISTROS"
 La comisionada residente Jenniffer González Colón, junto a los congresistas Donna Shalala (D-FL), Rob Bishop (R-UT), Darren Soto (D-FL), Rubén Gallego (D-AZ) y Peter King (R-NY) radicó una medida bipartita para otorgar incentivos fiscales bajo el Código de Rentas Internas y así atraer la fabricación de suministros médicos vitales a jurisdicciones de los Estados Unidos, que ahora se hace en países extranjeros, lo que con la pandemia del Covid-19 ha representado una amenaza para los suministros a nivel nacional. Esta medida aseguraría la cadena de suministros a nivel nacional proveyendo incentivos a las zonas económicamente deprimidas, las llamadas "distressed zones", en los Estados Unidos y los territorios. Puerto Rico estaría muy bien posicionado con esta iniciativa al asumir un rol protagónico en la industria manufacturera a nivel nacional, lo que a su vez crearía empleos bien remunerados e impulsaría nuestra economía local. Notice of Special Interest: Competitive and Administrative Supplements for the Impact of COVID-19 Outbreak on Minority Health and Health Disparities
NIMHD is issuing a Notice of Special Interest (NOSI) to highlight the urgent need for research on the impact of the novel coronavirus (SARS-CoV-2) pandemic causing COVID-19 disease outbreaks and the resulting disruptions on individual and social wellbeing, health services use, and health outcomes for NIH-designated health disparity populations.
Competitive and Administrative Supplements for the Impact of COVID-19 Outbreak on Minority Health and Health Disparities NOSI is soliciting research in health disparity populations that -seeks to understand: 1) how state and local policies and initiatives mitigate or exacerbate disparities in health services use and health outcomes; 2) the role that community-level protective and resilience factors and interventions have in mitigating the effects of the sector disruptions that the COVID-19 outbreak causes; and 3) how behavioral and/or biological mechanisms may contribute to COVID-19 manifestations.

IPAS harán gratis pruebas rápidas de coronavirus
La Asociación de IPAS de Puerto Rico, que representa a 1,850 médicos primarios que sirven a más de un millón de pacientes, anunció su programa para realizar las pruebas rápidas para identificar el coronavirus, libre de costo para la ciudadanía.
"Anunciamos nuestro programa para atender esta emergencia porque los médicos primarios llevamos varias semanas trabajando en esto y ya teníamos implementado un Protocolo Clínico, una Red Regional de Atención Directa a los Pacientes y otros proyectos para poder atender a nuestra población de más de 1 millón de pacientes. Tendremos una red de facilidades temporeras ubicadas en 18 puntos estratégicos para atender a los pacientes", anunció el doctor Dr. Jorge Hess, presidente de la Asociación de IPAS.
