Hacen referencia a la Orden de la Gobernadora donde se obliga al comercio en Puerto Rico a permanecer cerrados este sábado 11 de abril, lo que representaría el cierre de todo comercio por tres días consecutivos durante la Semana Santa, representándole a las familias en la isla una limitación inesperada para poder adquirir sus alimentos o medicamentos durante el único día viable que muchos tienen; el sábado.
 
(San Juan, Puerto Rico - 7 de abril de 2020) Decretar de súbito un cierre total del comercio en Puerto Rico este próximo sábado 11 de abril, hermanado a lo ya dispuesto en la Ley 4-2017 que obliga a las empresas a permanecer cerradas el Viernes Santo y Domingo de Pascuas, representa un contratiempo mayor que debe ser evitado, particularmente, en los tiempos de crisis que se está viviendo ante una pandemia mundial. Esta es la opinión uniforme de los dirigentes de múltiples organizaciones afines al comercio en Puerto Rico y de patronos del sector privado que han cumplido con todo lo que se les ha requerido para contribuir al bienestar general del país, pese al serio impacto económico que les ha representado a la mayoría de su membresía, indicó el presidente de la Cámara de Comercio de Puerto Rico, José E. Ledesma Fuentes.

La 4ta enmienda al Plan de Acción es una enmienda sustancial que incorpora la cantidad adicional de $277,853,230 en fondos CDBG-DR asignados a Puerto Rico para las necesidades no satisfechas en el área de infraestructura, según dispuesto en el Registro Federal Vol. 85, No. 17 publicado el 27 de enero de 2020 (85 FR 4681). 

Plan de Acción
El Departamento de la Vivienda de Puerto Rico (PRDOH por sus siglas en inglés) ha sido designado por el Gobierno de Puerto Rico como la agencia responsable de administrar los fondos CDBG-DR en estrecha colaboración con la Oficina Central de Recuperación, Reconstrucción y Resiliencia (COR3). Bajo el compromiso de administrar los Fondos de manera responsable eficiente y transparente, PRDOH construyó su "Plan de Acción" para regir la recuperación y reconstrucción de la Isla, tras acoger recomendaciones multisectoriales.

Protecting Yourself and Others Against the
Spread of Coronavirus

At FEMA, it is the responsibility of each employee, contractor, and visitor to take proper precautions that ensure health and safety of those coming into our workspace. FEMA continues to follow U.S. Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC) and DHS guidance. All employees and visitors to FEMA facilities are authorized to wear face coverings developed following the  CDC guidance.

Considering recent data about how the Coronavirus Disease 2019 (COVID-19) spreads before people become sick ("pre-symptomatic") or people without symptoms ("asymptomatic"), the CDC recommends use of cloth face coverings as an additional public health measure to prevent and mitigate the spread of the virus to those around them. Cloth face coverings fashioned from household items or made at home from common materials at low cost can be used as an additional, voluntary public health measure.

Important items to note about these cloth face coverings include:
  • Cloth face coverings can be worn when in FEMA facilities or public settings as an additional precaution and does not replace proper social distancing; and
  • A cloth face covering does not protect the wearer, but it can help prevent the spread of virus from the wearer to others.
The CDC recommends staying a minimum of six feet away from other people. Although little is known how often pre-symptomatic or asymptomatic transmission occurs, mitigation measures taken by people who are infected, but not sick, are integral to preventing the spread of COVID-19.

As Businesses Navigate the COVID-19 Crisis,
ILR Works to Ensure Their Legal Protection
 

Right now, the business community is working 24 hours per day to get us through the COVID-19 crisis. Unfortunately, the plaintiffs' bar is also working on laying the groundwork to exploit one of the most dangerous liability-generating events in history. For example, class actions were filed late last month over gym membership fees and college room-and-board fees. The Institute for Legal Reform (ILR) is working to ensure that our economic recovery isn't derailed by plaintiffs' lawyers.

We quickly mobilized to advocate liability protections for volunteer health workers and respirator manufacturers, all of which made it into the CARES Act. But that was just the beginning.

ILR and the Chamber's Litigation Center have convened a cross-sector working group to identify specific liability threats as they emerge, to craft policy solutions, and to advance those solutions in a coordinated way. We are sounding the alarm bells in the media about the emerging liability threats, hosting live events, and releasing research to equip companies with the tools they need to fight back against the plaintiffs' bar.

We believe that, ultimately, broad liability protections will be necessary at a national level to ensure businesses can return to normal once this health crisis has passed.
American businesses are working hard to fight this crisis, to keep workers employed, and in all too many cases, to survive. Exploitative lawsuits are the last thing they need to worry about.

The Puerto Rico Information Technology Cluster
wants to give back to the community.

As a response to the COVID-19 pandemic, the Puerto Rico Information Technology Cluster (PRITC) has developed a Digital IT Power Hour Webinar Series focused on developing content for our community by our community. 

Most people are working from home now, so it's important to stay up to date with the latest trends and topics that will help you manage these challenging times. We are recruiting expert presenters and moderators to share their knowledge or training skills on a specific IT topic, via Microsoft Teams. Some topics we want to include are: Artificial Intelligence (AI), Cloud, Internet of Things (IoT), Cyber Security, Payment Processing, Health IT and MobileClick here if you're interested.

We began the Digital IT Power Hour Webinar Series early in the pandemic on March 26, 2020 when we had a successful webinar moderated by Eliut D Flores-Caraballo, PhD, founder and CEO of Digital KORU, LLC and member of the Board of Directors of the PR IT Cluster on Work from Home Strategies in the times of Coronavirus and other Natural Disasters. The feedback has been very positive and we had over 40 participants. 

The PRITC would like to expand the success of the first Digital IT Power Hour Webinar and invite those of you who are interested to be sponsored by the PRITC through our channel.

The PR IT Cluster will:
  • Host the webinar through Microsoft Teams.
  • Promote the webinar with our >3,000 member database that consists of C-level Executives, Entrepreneurs, Marketing & Sales Management Technology Professionals and Software Developers.
  • Promote the webinar on our social media platforms (Facebook, LinkedIn, Instagram and Twitter). 
  • Handle all the logistics and registrations.
  • Record the webinar to share with our audience later through our website.
  • Maximum Audience during webinar: 250 (or more if you want to sponsor it).
The presenter will be in charge of the structure of the presentation.The webinar should last about 40-60 minutes. Topics and presentations should be in line with the PR IT Clusters purpose, and will be reviewed and approved by the Board of Directors. The webinar can be in Spanish, English or a combination. We will not be evaluating marketing or sales pitches.

We cannot select all ideas, but will evaluate all of them. We would like to hold at least one webinar per week during the pandemic but it will depend on the quality of the submissions. Please submit your webinar idea in the format of an Abstract with no more than 500 words.

Declaraciones 
 
Los $2 trillones asignados por el gobierno federal bajo la Ley CARES dispone que millones de ciudadanos estadounidenses, incluyendo aquellos residentes en Puerto Rico, reciban un pago en efectivo para ayudarles a hacerle frente a la emergencia ocasionada por el COVID-19.

La Junta de Supervisión está comprometida a garantizar que el pueblo de Puerto Rico reciba este respaldo tan importante de la Ley CARES tan rápido como sea posible. Como consecuencia, la Junta aprobó la petición del gobierno de Puerto Rico al asignar un adelanto de $400 millones para agilizar la distribución de transferencias. Esta aprobación no debe establecer un precedente sino considerarse como un beneficio de una sola vez.

La Junta de Supervisión espera que este adelanto, proveniente de fondos del gobierno de Puerto Rico, se reembolse en su totalidad con los dineros federales asignados. La Junta de Supervisión entiende que Hacienda no liberará los pagos de reembolsos de recuperación hasta tanto el Secretario del Tesoro de Estados Unidos haya aprobado el plan de distribución, minimizando así cualquier posibilidad de riesgo de que dichos fondos no sean elegibles para ser reembolsables.

El pueblo de Puerto Rico merece que se tomen acciones decisivas en respuesta a la crisis de COVID-19. La Junta de Supervisión continúa firme en su respaldo a los esfuerzos del gobierno de Puerto Rico para mitigar los daños provocados a los cuidados y servicios de salud y a la economía como consecuencia de la pandemia.

WASHINGTON - El Departamento del Tesoro y el Servicio de Impuestos Internos anunciaron hoy que la distribución de los pagos de impacto económico comenzará en las próximas tres semanas y se distribuirán automáticamente, sin acción requerida por parte de la mayoría de las personas. Sin embargo, algunas personas de la tercera edad que típicamente no presentan declaraciones tendrán que presentar una declaración sencilla para recibir el pago.
