Brown, Representante Especial de la Casa Blanca en Puerto Rico, junto con funcionarios de la Agencia de Protección Ambiental (EPA, por sus siglas en inglés), de la Agencia Federal del Manejo de Emergencias (FEMA, por sus siglas en inglés), el Departamento de Vivienda y Desarrollo Urbano (HUD, por sus siglas en inglés), la Administración de Pequeñas Empresas (SBA, por sus siglas en inglés) y del Departamento de Energía (DOE, por sus siglas en inglés) de los Estados Unidos visitarán la isla.

WASHINGTON, July 10, 2020 - The U.S. Department of Agriculture (USDA) today announced approximately $4 million in available funding to develop partnerships to leverage USDA and local, state, and private sector resources to address challenges for limited resource, socially disadvantaged, and veteran farmers and ranchers, and communities. The program is administered by the USDA Office of Partnerships and Public Engagement (OPPE).
The Centers of Community Prosperity initiative was launched by Secretary Perdue in 2019 to increase the capacity of rural and underserved communities through extensive collaboration, tailored technical assistance, and a community's designation as a Community of Faith and Opportunity.
USDA Cuts Red Tape to Increase Private Investment in Rural America
WASHINGTON, July 13, 2020 - U.S. Secretary of Agriculture Sonny Perdue today announced that the United States Department of Agriculture (USDA) is taking steps to increase private investment in rural communities across the country by making it easier for lenders to access four flagship loan programs.
"Under the leadership of President Trump, USDA is committed to cutting red tape and enhancing customer service so we can be a better partner to America's rural leaders in building prosperity," Secretary Perdue said. "These enhancements will make it easier for private lenders to use USDA programs to invest in rural businesses and grassroots rural economic development efforts."

Construction Spending Down During the Pandemic
We have written how important the housing sector will be in driving the recovery from the Great Pause. Construction spending is related to the housing market and will also be important in the recovery.
Last week, the Census Bureau reported that construction spending fell 2.1% in May. That was the third straight month of declines. It fell 0.3% in March and 3.5% in April. It is down almost $85 billion on an annualized basis since February. [ READ MORE]

U.S. Chamber Foundation Partners with American Express to Support the Black Small Business Community
Coming on the heels of our National Summit on Equality of Opportunity, the U.S. Chamber of Commerce Foundation is partnering with American Express and the American Express Foundation on a new initiative that is part of the company's recently announced $200 million Global Shop Small Campaign.
The Black community and Black-owned small businesses in particular have faced some of the most dire consequences throughout the pandemic and the ensuing economic and social crises. Through this partnership, the U.S. Chamber Foundation, American Express, and the nation's leading Black chambers of commerce will work together to provide grants to support the Black business community to help them weather these immediate crises, and to contribute to their long-term economic success.
France's Digital Services Tax Only Adds to the Headwinds Facing the Global Economy
Myron Brilliant, executive vice president and head of International Affairs at the U.S. Chamber of Commerce, issued this statement today following news that the U.S. plans to retaliate against France's digital services tax (DST):
"Digital commerce is a key driver of economic growth and a lifeline during the pandemic. However, France's unilateral and discriminatory digital services tax only adds to the headwinds facing the global economy. It's also undermining progress toward securing a multilateral agreement in the negotiations underway under the aegis of the OECD. The U.S. remains committed to that process, and we urge all parties to reject unilateral, discriminatory taxes and return to the negotiating table."

USMCA, PPP Trump administration accomplishments bring small businesses real relief: SBA Administrator Carranza
Small businesses are receiving much-needed economic relief thanks to two extraordinary Trump administration accomplishments: the Paycheck Protection Program (PPP) and the United States-Mexico-Canada-Agreement (USMCA). This week, the highly anticipated USMCA goes into effect. The trade deal will increase demand for US-made goods and services, adding to the more than 230,000 jobs currently supported by North American trade. That's great news for farmers, manufacturing firms, and small businesses.
SBA Provided $20 Billion to Small Businesses and Non-Profits Through the Economic Injury Disaster Loan Advance Program
July 11, 2020, WASHINGTON- Today, the U.S. Small Business Administration announced the conclusion and success of the Economic Injury Disaster Loan (EIDL) Advance program, which provided U.S. small businesses, non-profits and agricultural businesses a total of $20 billion in emergency funding. In order to assist the greatest number of small businesses, the EIDL Advance provided $1,000 per employee up to a maximum of $10,000. Recipients did not have to be approved for a loan to receive the Advance, and the Advance provided an interim but vital source of funds while applicants awaited a decision on their loan application.

Biden's Plan to Boost Research and Development Should Include Cancellation of Upcoming R&D Amortization
Last week, former Vice President and presumptive Democratic presidential nominee Joe Biden released a set of economic proposals aimed at increasing investment in research & development (R&D) and "breakthrough" technology in energy. Biden should include canceling the upcoming amortization of R&D expenses in 2022, which would pair well with his plan and remove a headwind to additional R&D investment.
Biden rightly points out that federal R&D spending has declined over the past five decades, from about 2 percent of gross domestic product (GDP) in 1964 to about 0.7 percent in 2019. Some economists argue that greater public investment in basic R&D could help boost productivity and economic growth.
