Velázquez, Sanders Introduce Nutrition Equity Bill for Puerto Rico, Samoa and Northern Mariana Islands

WASHINGTON, May 13 -Rep. Nydia M. Velázquez (D-N.Y.) and Sen. Bernie Sanders (I-Vt.) introduced the Equitable Nutrition Assistance for the Territories Act of 2020 today to ensure that in the face of the economic, public-health, and food-security crises posed by the coronavirus pandemic, the people of Puerto Rico, the Northern Mariana Islands, and American Samoa receive equal access to the Supplemental Nutrition Assistance Program (SNAP).

The federal SNAP program is designed to respond to meet the needs of food-insecure Americans during times of high poverty, unemployment, and economic downturns, automatically expanding coverage. Under SNAP, everyone who is eligible receives benefits. The block grant that exists for these three territories' nutrition assistance means that no matter how many people face food insecurity, the amount of funding remains flat.

Puerto Rico is in especially dire need of increased food assistance funding due to a decades-long economic crisis,
hundreds of recent earthquakes, and the ongoing coronavirus pandemic, which has devastated certain parts of the island. Prior to the outbreak, one-third
of adults experienced food insecurity. Since then, the island has seen an increase of over 10,000 new families applying for nutrition support.

Small Business Optimism Fell, But Nearly 30% Expect Economy to Improve

Today brings data that wasn't as bad as anticipated. In the midst of so much economic gloom, we'll take that as a small win. The much-anticipated  NFIB Small Business Optimism Index for April showed a smaller decline than expected. It came in at 90.9 compared to 96.4 in March.

Number of New Coronavirus-Related Lawsuits Doubles

Last week saw nearly 200 new COVID-19 lawsuits filed involving businesses. The number of new complaints increased in almost all of the categories we've been tracking, most notably in the insurance coverage realm.

Resources to help keep your business strong, prepared, and proactive:

This past week, Sen. William Villafañe, who is a former La Fortaleza chief of staff, proposed to amend Act 66 of 2013 to grant a bonus of up to $500 "to all government employees who have worked" during the lockdown decreed March 15 to stop the spread of the novel coronavirus in Puerto Rico. This measure was introduced for the Senate's consideration the very same day the U.S. Labor Department reported that 33.4 million people, or 20% of the labor force, filed for unemployment, raising U.S. unemployment to 14.5%.

Meanwhile, in Puerto Rico, there have been 219,110 unemployment claims filed, and unemployment is said to have surpassed 32.11%.

How the HEROES Act Would Allocate State and Local Aid for Coronavirus Relief

The  HEROES Act, introduced Tuesday by House Democrats, provides more than $1 trillion to state and local governments, including $915 billion in flexible aid-which can be spent for any purpose, including to backfill revenue losses-in installments over the next year. In broad strokes, these coronavirus relief funds are four tranches for allocation purposes: by jurisdiction (i.e., the same amount to each state), by population, by COVID-19 cases, and by unemployment. The jurisdictional and population-based distributions can be thought of as guaranteed; this $667 billion share can be calculated now and will not change. The remaining $248 billion cannot be allocated yet, as it will depend on health and job statistics as of the spring of 2021.

The Era of Offshoring U.S. Jobs Is Over

"Some say crises don't so much alter the course of history as accelerate changes already underway. That's certainly the case when it comes to the coronavirus pandemic and the offshoring of American jobs," U.S. Trade Representative Robert Lighthizer writes in The New York Times.

"Every day I talk to business leaders who now acknowledge they underestimated the risk in decisions to move jobs overseas . . . The pandemic has vindicated the Trump trade policy in another way: It has revealed our overreliance on other countries as sources of critical medicines, medical devices and personal protective equipment."
