(San Juan, PR - July 24, 2020) - The Financial Oversight and Management Board for Puerto Rico today voluntarily dismissed its complaint to compel the Government of Puerto Rico to provide documents regarding the procurement and negotiation of contracts to purchase COVID-19 testing equipment and other medical supplies during the state of emergency. The Oversight Board did so after receiving documents following the filing of its complaint.

The Organisation for Economic Co-operation and Development (OECD) recently published a report on tax revenue statistics in selected Asian and Pacific countries, covering 21 tax jurisdictions. The report provides tax revenue data from 1990 to 2018 and includes a section on nontax revenue data for selected Asian and Pacific economies. Additionally, a special feature co-authored by the Asian Development Bank (ADB) and the OECD explores the role of tax policy and administration during the COVID-19 crisis.



FDA Authorizes First Diagnostic Test for Screening of People Without Known or Suspected COVID-19 Infection

Today, the U.S. Food and Drug Administration reissued the LabCorp COVID-19 RT-PCR Test emergency use authorization (EUA) to include two new indications for use: testing for people who do not have COVID-19 symptoms or who have no reason to suspect COVID-19 infection, and to allow pooled sample testing. The FDA reissued the LabCorp COVID-19 RT-PCR Test EUA to expand use of the test to anyone, after the company provided scientific data showing the test's ability to detect SARS-CoV-2 in a general, asymptomatic population. Additionally, the reissuance includes authorization for LabCorp to test pooled samples containing up to five individual swab specimens collected under observation. Sample pooling allows for fewer tests to be run overall, conserving resources and potentially allowing more samples to be evaluated quicker.

According to the U.S. Census Bureau, 12 percent of retail takes place online. Consumers had to change and adapt new strategies for getting groceries, stocking household items, refilling medicine, and buying gifts since the COVID-19 pandemic started. With an influx of online ordering and delivering, it has had a ripple affect on the logistics and shipping of orders, as well as the processing of returns if an order is just not right.  This causes a backlog of deliveries for both the sending and returning of packages.

Have you heard about Section 889 of the FY 2019 National Defense Authorization Act (NDAA)? The legislation was passed to combat national security and intellectual property threats that face the United States and contains two prohibitions: Part A and Part B.

Part A went into effect last year (August 13, 2019), and prohibits the government from buying or obtaining certain prohibited telecommunications and video surveillance equipment and services.

Part B will go into effect on August 13, 2020, and prohibits the government from contracting with any entity that uses certain prohibited telecommunications and video surveillance equipment or services, regardless of whether or not that usage is in performance of work under a government contract. The Part B prohibition applies to every sector and every dollar amount. Your contracts will be impacted by Part B.
