U.S. Chamber Foundation Launches Fund 
to Support the Small Business Community

Small businesses are the foundation of our communities and our economy. Employing nearly half the American workforce, they keep our neighborhoods running and make them feel like home. The impacts of the coronavirus pandemic have wrought unprecedented financial uncertainty. These businesses need resources and relief - and they need it now.

That's why today, we are launching the  Save Small Business Fund with Vistaprint to provide assistance to small business owners impacted by the coronavirus pandemic. With contributions from corporate and philanthropic partners, the Chamber Foundation will distribute $5,000 grants to small employers in the U.S. and its territories.

The Save Small Business Fund is part of the U.S. Chamber of Commerce's Save Small Business Initiative-a nationwide effort to address small business owners' immediate needs, mitigate closures and job losses, and mobilize the long-term support the small business community needs for recovery.

Developments That Matter

Chamber Launches Save Small Business Initiative

It is hard enough to be a small business owner - only about half of all small businesses with employees make it to their five-year anniversary.

Add in the coronavirus and measures we have adopted to halt its spread, and you are looking at an existential threat that could wipe out millions of small businesses.

A recent poll conducted by the Chamber and MetLife found that more than half of small businesses (54%) have closed at least temporarily or will close in the next two weeks. One in four (24%) are two months or less away from permanently closing. To put that into perspective, 24% of employer firms with fewer than 500 employees is 1.4 million small businesses.

All of which makes the Save Small Business Initiative announced today by the U.S. Chamber even more critical. The initiative features a four-part campaign including financial aid, resources and guidance, advocacy, polling, and a call to action for the larger business community and government to help small businesses. 

As part of the initiative, the U.S. Chamber of Commerce Foundation has launched the Save Small Business Grant Fund to provide $5,000 supplemental grants to small employers.

This is not just about what the Chamber can do, but what all of us can do together.

It is also about what we can do over time. Implementing the Paycheck Protection Program, the Economic Injury Disaster Loan (EIDL) program, and the new Main Street Loan Facility will help stabilize many small businesses today, but then we must help them reopen, recover, and grow. The Chamber is committed for the long-term.

Path Forward in Media Interviews

Chamber President Suzanne Clark on Tuesday appeared on the PBS News Hour and on Wednesday appeared on  Bloomberg TV and Radio to discuss the Chamber's new Path Forward program, an initiative to address how Americans and businesses can return to work.

"We want to help both government leaders and business leaders anticipate what new restrictions, what new equipment, and what new risks are out there so that they can really be ready," Clark said on PBS News Hour. "You can't underestimate what a job means to a family or to a community, and once we return to health, we need to be ready to return to work."

Retails Sales Fall Sharply in March

As anticipated, retail sales fell off a cliff in March. According to the Census Bureau, retail sales fell by almost 9%. That is the biggest drop ever for one month.

With people unable to work or go to stores, it was inevitable. Sales at food and grocery stores rose for the month as people stocked up. But those figures will decline as people revert to normal buying habits.

Sales at non-retail stores, mostly online sellers, ticked up 3.1%. That's a big jump, but perhaps smaller than some would anticipate. It takes time for online sellers to ramp up. And despite its rapid growth in recent years, online buying still only accounts for 14% of all retail sales. People still buy most things in brick-and-mortar stores.

Unfortunately, other data points today were similarly bleak. Industrial production fell by 5.4%, the most since WWII, and home builder confidence fell a record amount.

Tomorrow brings weekly unemployment claims. Hopefully that will provide some optimism if claims recede from recent record highs.

Helping Businesses Navigate Corporate Governance Pitfalls Associated with CARES Act

While the CARES Act provides much-needed loans and loan guarantees to businesses, they must consider the corporate governance issues associated with accepting such help. The U.S. Chamber's Center for Capital Markets Competitiveness (CCMC) is dedicated to helping businesses assess these implications as they determine the best path forward.

CCMC created a guide to help businesses navigate the requirements and restrictions that come with accepting relief through loans or loan guarantees under Section 4003 of the CARES Act.

Additionally, CCMC hosted an interactive webinar to help Chamber members better understand the financial assistance programs, as well as help anticipate the growing list of proposals that may be contemplated as part of the next phase of crisis response legislation. Watch the recording here.



U.S. Department of Commerce Invests $4.5 Million to Convert
Former Naval Station Roosevelt Roads to Commercial Use

WASHINGTON - Today, U.S. Secretary of Commerce Wilbur Ross announced that the Department's Economic Development Administration (EDA) is awarding a $4.5 million grant to the Local Redevelopment Authority for Roosevelt Roads, San Juan, Puerto Rico, to rehabilitate a building and make other infrastructure improvements on former Naval Station Roosevelt Roads. The EDA grant will support early-stage businesses focused on the visitor economy and is expected to create 134 jobs and spur $1.5 million in private investment. The project, to be located in a Tax Cuts and Jobs Act designated Opportunity Zone, will be matched with $1.25 million in local funds.

"The Trump Administration is committed to assisting Puerto Rico as they work to recover from the 2017 hurricanes," said Secretary of Commerce Wilbur Ross. "The redevelopment of the Roosevelt Roads Naval Station will bring businesses back to a vital waterfront area."
 
"This investment will rehabilitate Roosevelt Road's Port Control Building for use as a multi-tenant, commercial space that will house early-stage tourism businesses," said Dana Gartzke, Performing the Delegated Duties of the Assistant Secretary of Commerce for Economic Development. "The project will also improve streets and sidewalks to facilitate pedestrian and vehicle traffic between the commercial site and the ferry terminal, and the project's location in an Opportunity Zone will encourage additional business development."

"We thank the Trump Administration and Secretary Ross for awarding this important EDA grant to Roosevelt Roads," said Governor Vázquez Garced. "As the island continues to combat the COVID-19 pandemic, we must take proactive measures to alleviate the economic damage caused by previous natural disasters. We will continue to work with the U.S. Department of Commerce to ensure a full recovery for the island."
 
"This is an important economic boost that assists with the revitalization of the Roosevelt Roads base at the town of Ceiba," said the resident commissioner, Jenniffer González Colón. "I am thankful for the collective effort to work on this initiative after we secured some of these funds with the Bipartisan Budget Law of 2018. This adds up to other efforts we have led such as the language incorporation into the conference report on the National Defense Authorization (NDAA) Law of 2020 that commits the federal government to collaborate with local and private stakeholders to effectively address economic challenges and opportunities in Vieques, Culebra and the adjacent communities of the former Naval Base Roosevelt Roads."

This project is funded under the Bipartisan Budget Act of 2018 (PL 115-123) (PDF), in which Congress appropriated to EDA $600 million in additional Economic Adjustment Assistance (EAA) Program (PDF) funds for disaster relief and recovery as a result of Hurricanes Harvey, Irma, and Maria, wildfires, and other calendar year 2017 natural disasters under the  Stafford Act.
 
The funding announced today goes to the Puerto Rico Opportunity Zone. Created by President Donald J. Trump's Tax Cuts and Jobs Act of 2017Opportunity Zones are spurring economic development in economically-distressed communities nationwide. In June 2019, EDA added Opportunity Zones as an Investment Priority, which increases the number of catalytic Opportunity Zone-related projects that EDA can fund to fuel greater public investment in these areas. Las personas que reciben Seguridad de Ingreso Suplementario recibirán los Pagos de estímulo económico de COVID-19 automáticamente

La Administración del Seguro Social anunció hoy que las personas que reciben Seguridad de Ingreso Suplementario (SSI, por sus siglas en inglés) recibirán los Pagos de estímulo económico (también conocido como los Pagos de impacto económico) automáticamente del Departamento del Tesoro. El Departamento del Tesoro anticipa estos pagos automáticos a más tardar a principios de mayo.

Sin embargo, las personas que reciben SSI y tienen niños menores de 17 años con derecho, no deben esperar para su pago individual automático de $1,200. Deben ir ahora a la página de internet del Servicio de Impuestos Internos (IRS, por sus siglas en inglés) en www.irs.gov/es/coronavirus/non-filers-enter-payment-info-here y visitar la sección Non-Filers: Enter Payment Info (solo disponible en inglés) para proveer su información.

Departamento de Hacienda aclara proceso para el desembolso de la ayuda federal incluida en el CARES ACT

El secretario del Departamento de Hacienda, Francisco Parés Alicea, informó que la ayuda federal de $1,200 que están recibiendo algunos residentes de la Isla, responde a circunstancias específicas que no abarcan a todos los ciudadanos y que, a finales de este mes de abril, las personas aptas para el beneficio, pudieran comenzar a recibirlo.

"Estamos conscientes de que algunos residentes de Puerto Rico ya comenzaron a recibir el beneficio federal directamente del Servicio de Rentas Internas de los Estados Unidos (IRS). Según conversaciones recientes con personal de esa agencia federal, estos son empleados del gobierno federal, individuos que devengan ingresos de fuentes de EU y beneficiarios del Seguro Social que reciben la planilla informativa de la Administración del Seguro Social SSA-1099, principalmente", explicó el funcionario.
