AYUDAS FEDERALES PARA EDUCACIÓN ANTE EL COVID-19
Para mí es de suma importancia trabajar desde el Congreso para avanzar medidas que ayuden al bienestar del pueblo de Puerto Rico, como lo es asegurar una educación de excelencia, sobretodo en momentos retantes como la emergencia de salud por la propagación del coronavirus,
Como parte de mi compromiso con ustedes, en esta edición les detallo información valiosa sobre los fondos federales que aplican a la Isla para educación como parte del CARES Act firmado por el Presidente Trump el pasado 27 de marzo.
Recuerden siempre contactar a su universidad o al Departamento de Educación de Puerto Rico para más información de cómo implementarán las provisiones/requisitos del CARES Act.

DE PUERTO RICO
El viernes, 27 de marzo de 2020, el presidente Trump firmó el "Coronavirus Aid, Relief, and Economic Security Act" o la Ley CARES, Ley Pública 116-136.
El paquete incluye $2.2 trillones que fue aprobado por el Senado por un voto unánime de 96-0 y la Cámara de Representantes por voto de voz, es el paquete de emergencia más grande en la historia de los Estados Unidos y el tercero en una serie de leyes que el Congreso ha pasado desde principios de marzo para abordar la pandemia del coronavirus.
Este boletín incluye un resumen de las ayudas disponibles que la nueva ley CARES incluye para más de 43 mil negocios pequeños y medianos en Puerto Rico que están sufriendo impactos económicos debido a esta crisis.

COVID-19 Emergency Loans: Small Business Guide
The Coronavirus Aid, Relief, and Economic Security (CARES) Act allocated almost $350 billion to help small businesses keep workers employed amid the pandemic and economic downturn. Known as the Paycheck Protection Program, the initiative provides 100% federally guaranteed loans to small businesses.
Importantly, these loans may be forgiven if borrowers maintain their payrolls during the crisis or restore their payrolls afterward. The administration has released initial guidelines; they are available at www.treasury.gov. The U.S. Chamber of Commerce has issued this guide to help small businesses and self-employed individuals check eligibility and prepare to file for a loan. Small businesses and sole proprietors can begin applying on April 3. Independent contractors and self-employed individuals can apply beginning on April 10.

Implementation of the Coronavirus Aid, Relief, and Economic Security Act
The purpose of this announcement is to inform lenders of additional guidance to provide support to borrowers impacted by the Presidentially declared COVID-19 National Emergency, as per the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) which was signed into law by the President on March 27, 2020.
The 60-day foreclosure and eviction moratorium announced by USDA, Single Family Housing Guaranteed Loan Program (SFHGLP) on March 19th, remains unchanged and in effect.
To implement and align with the provisions of the CARES Act:
Effective immediately upon receiving a request for a forbearance from a borrower who attests to financial hardship directly or indirectly caused by COVID-19, lenders shall provide immediate forbearance of the borrower's guaranteed loan payment for a period of up to 180 days. In addition, the initial forbearance period may be extended up to an additional 180 days at the borrower's request.
During the forbearance options outlined above, no accrual of fees, penalties or interest may be charged to the borrower beyond the amounts calculated as if the borrower had made all contractual payments in a timely fashion.
Upon completion of the forbearance, the lender shall communicate with the borrower and determine if the borrower is able to resume making regular contractual payments. If so, the lender shall offer the borrower a written re-payment plan to resolve any amount due or at the borrower's request, extend the loan term for a period that is at least the length of the forbearance.
If the lender determines the borrower is financially unable to resume making contractual payments at the end of the forbearance, the borrower shall be evaluated for all available options presented in the Loss Mitigation Guide which is found at Attachment 18-A in Chapter 18 of our 3555 Technical Handbook.
Effective period: Lenders may approve the initial 180 day COVID-19 Forbearance no later than October 30, 2020.
