Statement from Secretary Steven T. Mnuchin and Administrator Jovita Carranza on the Success of the Paycheck Protection Program
Today, U.S. Small Business Administration Administrator Jovita Carranza and U.S. Treasury Secretary Steven T. Mnuchin issued the following statement regarding the success of the Paycheck Protection Program (PPP):
"The Treasury Department and SBA launched the unprecedented Paycheck Protection Program in just one week. Following its launch, the SBA processed more than 14 years' worth of loans in less than 14 days, which will protect a vast number of American jobs.
"The PPP enjoyed broad-based participation across the country from lenders of all sizes and a wide array of industries and businesses. From its start on April 3, PPP provided payroll assistance to more than 1.6 million small businesses in all 50 states and territories. Nearly 5,000 lenders participated in this critical program, including significant lending by community banks and credit unions. Nearly 20% of the amount approved was processed by lenders with less than $1 billion in assets, and approximately 60% of the loans were approved by banks with $10 billion of assets or less. No lender accounted for more than 5% of the total dollar amount of the program.
"The vast majority of these loans-74% of them-were for under $150,000, demonstrating the accessibility of this program to even the smallest of small businesses.
"The PPP provided funds to a wide variety of industries in all sectors of the economy, including construction, manufacturing, food and hospitality services, health care, agriculture, and retail, among many others. This demonstrates the broad diversity of PPP and its support for American workers across the board.
"The Paycheck Protection program is saving millions of American jobs and helping small businesses get through this challenging time. We urge Congress to protect millions more American workers and their families by appropriating additional funding to support PPP."
Beware of Scams and Fraud Schemes
The Office of Inspector General recognizes that we are facing unprecedented times and is alerting the public about potential fraud schemes related to economic stimulus programs offered by the U.S. Small Business Administration in response to the Novel Coronavirus Pandemic (COVID-19). The Coronavirus Aid, Relief, and Economic Security (CARES) Act, the largest financial assistance bill to date, includes provisions to help small businesses. Fraudsters have already begun targeting small business owners during these economically difficult times. Be on the lookout for grant fraud, loan fraud, and phishing.

Business Leads the Fight Against Coronavirus
As the coronavirus pandemic has turned our world upside down, the crisis has sparked a response marked by agility, innovation, and collaboration from business. From rearranging operations to building much-needed masks and ventilators to developing life-saving tests, businesses large and small are going to extraordinary lengths to deliver relief and solutions in real time.
Every day, the business community takes new action to lead the fight against COVID-19. Chicago-based hardware company True Value Co. is just one of the many companies that has retooled its production lines to produce FDA-approved hand sanitizer, all within the span of two weeks. Or Abbott, which is working on a fourth coronavirus test for mass screening to fill an essential gap, as we begin to prepare for a return to normal. The U.S. Chamber Foundation has been tracking the corporate response to disasters for over a decade. According to our Corporate Aid Tracker, corporate contributions to fight COVID-19 - both cash and in-kind - have exceeded $4.8 billion. This is far and away the highest number we have seen since our tracker was first launched. We're also seeing a record number of companies getting involved. As of today, we've identified nearly 400 companies in the U.S. that are actively contributing to relief and recovery efforts. Companies are focusing their investments on where the greatest needs exist and adjusting their response as needs evolve. So far, we've seen contributions go towards medical supplies and response, business and worker relief, first responder support, education, food insecurity, and technology services. We are in the midst of a crisis that was unimaginable just weeks ago. Chamber Makes Recommendations to Aid Mid-Size Businesses
On April 16, the Chamber provided comments to the Treasury and the Federal Reserve commending the creation of lending facilities that will provide necessary liquidity to medium and large businesses. The Chamber also encouraged further work to continue restoring confidence to the business community and financial markets during the COVID-19 pandemic.
"The Federal Reserve will be, and already is, playing a key role for restoring confidence to the business community and financial markets. Our proposed enhancements will allow Main Street to receive aid quickly and for taxpayers to get the biggest bang for their buck," said Tom Quaadman, the Chamber's Executive Vice President for the Center for Capital Markets Competitiveness. - View the Main Street Lending Program letter here.

As brick-and-mortar stores reduce hours and adapt to the surge in demand for pickup and delivery, online purchasing has become a lifeline. Consumers are now buying necessities online - groceries, cleaning supplies, cosmetics, and medicines. But, malicious counterfeiters have taken notice, leaving consumers far more vulnerable than ever to a growing number of fakes.
The Chamber's Global Innovation Policy Center on Thursday shared 10 Tips to Shop Safe Online During COVID-19 to help consumers learn how to identify and avoid counterfeit goods. Tips include guarding your personal information, checking for secure transactions, and being extra vigilant when purchasing medicines.
GIPC is encouraging strengthened collaboration and information sharing among trademark owners, law enforcement, and all relevant players in the supply chain, so that new tools can emerge to identify bad actors.

The U.S. Chamber of Commerce and Council of State Chambers (COSC) today announced the creation of a joint task force to support and coordinate the federal and state approaches to reopening the national economy. As our nation's leaders begin to carefully consider restarting the national economy, the joint chamber task force will help ensure greater collaboration between the business community and government at the federal and state levels. The task force will have one representative from all 50 states, DC and Puerto Rico. The group will convene weekly to address concerns, share best practices, and make unified recommendations. Members of the task force will be asked to seek feedback from local business and community leaders and to share that information with other key stakeholders.
We're all in this together and by joining forces we will help America recover the right way. We invite you to participate in the task force and join our first call on Tuesday, April 21st at 2pm ET. U.S. Chamber Foundation Launches Fund
to Support the Small Business Community
Small businesses are the foundation of our communities and our economy. Employing nearly half the American workforce, they keep our neighborhoods running and make them feel like home. The impacts of the coronavirus pandemic have wrought unprecedented financial uncertainty. These businesses need resources and relief - and they need it now.
That's why today, we are launching the Save Small Business Fund with Vistaprint to provide assistance to small business owners impacted by the coronavirus pandemic. With contributions from corporate and philanthropic partners, the Chamber Foundation will distribute $5,000 grants to small employers in the U.S. and its territories.
The Save Small Business Fund is part of the U.S. Chamber of Commerce's Save Small Business Initiative-a nationwide effort to address small business owners' immediate needs, mitigate closures and job losses, and mobilize the long-term support the small business community needs for recovery.

Elementos Básicos de un Plan de Control de Exposición a COVID-19 para Patronos
La Ley de Seguridad y Salud en el Trabajo de Puerto Rico, Ley Núm. 16 del 5 de agosto de 1975, según enmendada, establece que todo patrono en Puerto Rico tiene el deber de proporcionar un lugar de trabajo seguro y salubre para todos sus empleados. Basado en esto, y dada la emergencia de salud pública que está viviendo Puerto Rico, ahora más que antes, el patrono debe asegurarse que sus empleados trabajan en un lugar seguro y salubre.
La Administración de Seguridad y Salud Ocupacional (OSHA, por sus siglas en inglés) establece una jerarquía de controles para el control de riesgos de los lugares de trabajo, siendo estos, la eliminación, sustitución, controles de ingeniería, controles administrativos/prácticas de trabajo y por último el uso de equipo de protección personal (EPP). Cada patrono es responsable de realizar evaluaciones de riesgos en sus lugares de trabajo y establecer los controles de riesgos adecuados para cada lugar. En medio de esta pandemia, el proceso no ha cambiado. Una vez realizado el análisis de riesgo, es responsabilidad del patrono implementar los controles siguiendo la jerarquía de controles establecida.

EXCEPCIONES A ORDEN EJECUTIVA 2020-033 - PERSONAL DE LA INDUSTRIA HOTELERA Y PUERTOS.
El 12 de abril de 2020, la Gobernadora de Puerto Rico, Sra. Wanda Vázquez Garced, firmó la orden ejecutiva 2020-033, que busca contener y manejar el impacto de COVID-19 en Puerto Rico.
La Compañía de Turismo de Puerto Rico (CTPR) publicó unas guías de aplicabilidad para el sector turístico en respuesta a las órdenes ejecutivas 2020-029 y 030, aclarando las operaciones y actividades elegibles en el sector. Dichas guías se mantienen vigentes en la aplicación de la Orden Ejecutiva 2020-033 y reafirman que los puertos, hospederías y alojamientos turísticos en toda la Isla cuentan con la debida autorización para mantenerse en operación durante la extensión de las órdenes vigentes. A su vez, el personal que labora en dichas empresas autorizadas a operar están reconocidas por las guías publicadas, conforme a la opinión de la CTPR de la Orden Ejecutiva 2020-033.

El doctor Víctor Ramos, presidente del Colegio, informó que esta gestión se realiza en alianza con la Asociación de IPA's, la Cámara de Comercio de Puerto Rico, el Colegio de Enfermería Práctica y organizaciones aliadas a la salud. El servicio es libre de costo, los profesionales de la salud solo necesitan llevar una orden médica y sacar cita antes de ir.

Los profesionales de la salud tendrán la oportunidad de ser evaluados a través de pruebas rápidas de COVID-19 con el funcionamiento de un servi-carro que comenzará a operar este lunes en San Juan.
La gestión es una alianza entre el Colegio de Médicos Cirujanos, la Asociación de IPAS de Puerto Rico, la Cámara de Comercio de Puerto Rico, EDP University y los colegios de Salud.
